A corporate intranet can do many things. It can serve as a common repository of company forms and templates, share information about the company policies and guidelines, provide users with up-to-date-information ranging from employee telephone extensions to company events, provide a list of employee training courses and allow employees to register online, even provide employees a customized home page which serves as a launch pad for all web-related work activites.
The first step in designing a successful intranet from the ground up is to first identify the key stakeholders in the project and to outline the goals for what the intranet will (and will not) do for your company. Will the site be designed and managed by a central group, or will different departments within your organization have web sites or home pages on the intranet (and if so, who from these departments will be designing their sites?)
Once you have an idea of the stakeholders and goals, the next step is to define the basic architecture for the site. Do so with your user in mind - the navigation structure should be designed in a way that information is organized and easy to find. Map out the basic architecture of the site BEFORE you start developing the design or content. These things will come naturally as the site map begins to take shape.
