Search engine spiders which crawl and index your site look at more than just the metatags - they look at the content on your
site as well as how well the keywords in your metatags are reflected on your page content. For example, a site about online marketing should have that phrase in its title and keywords, and include words that are related to that discipline in its Meta Tag Keywords.

Note that it's okay to repeat words, or to combine them to use in different phrase variations (web marketing, online marketing, online advertising, advertising effectiveness). It's a good idea to include related or concepts (in this example, banner advertising), and you can also include here key competitors or brands, if they are well-known and may be searched by name. In the latter case, I would recommend building a web site (Competitive Advantages or Compare and Save), and include competitive keywords on that page.
Regardless of the keywords you select, be sure that those words are repeated liberally in the content of your site. You can include them in the web page text, in the image ALT tags, in hyperlink descriptions, hidden text, and more.
